Take admission online.there are two batches each year,July and January.then you will have to go to bhuwaneshwar for induction.then complete your assignment and submit it in bhuwaneshwar.then practical at bhuwaneshwar.then final exams.theory can be taken at nearest ignou centre.for practical,you will have to go to bhuwaneshwar.
